A Renewed Challenge for Wildlife Conservation

"Just think about how it would be if the screwworms came back—what a change it would make in our lives." When David Langford, then Executive Vice President of the Texas Wildlife Association, made that observation in 1992, the statement seemed largely hypothetical. The flesh-eating larvae of the New World screwworm fly had been pushed out of the United States through one of the most successful insect-eradication programs in history. By then, the widespread infestations that once plagued livestock and wildlife across Texas were long gone.

Looking back on South Texas before and after screwworm eradication, Langford described the change plainly. "In 1958, we used to hunt all day and rarely saw a deer," he recalled. "Then in 1965, when I came back to the Esperanza, there were deer everywhere."

At the time of this writing, New World screwworm had been found one county away from Elephant Mountain and Black Gap Wildlife Management Areas, which are the heart of the Texas desert bighorn restoration program. At this time, no wild sheep have been found with screwworms in Texas. Wildlife officials are hoping arid conditions which have typically been less favorable for screwworm infestations than more humid regions will benefit Texas bighorns.

A Threat Returns

New World screwworm has returned to the United States, and the concern among wildlife managers and livestock owners is immense. For wild sheep conservationists, it immediately raised alarms because at the time of this writing, confirmed detections in Texas reached Terrell County, only one county removed from Elephant Mountain Wildlife Management Area, Black Gap Wildlife Management Area and the heart of decades of desert bighorn restoration work. Although no cases have been documented in wild sheep, the parasite is now closer to some of the continent's most important desert bighorn restoration areas than it has been in decades, prompting heightened attention among wildlife biologists and conservation organizations.

The Wild Sheep Foundation (WSF) was among the first wildlife conservation organizations to publicly address the screwworm issue. 

In 2025, WSF voiced support for expanded efforts to contain New World screwworm, recognizing that while much of the public discussion centered on cattle, it also represents a wildlife conservation issue. Its chapters and affiliates have also been following developments as New World screwworm has returned to the United States.

"I am cautiously optimistic for our bighorn herds," said Clay Brewer, President of the Texas Bighorn Society.  Brewer noted that while New World screwworm has historically affected the Southwest, it has generally been more persistent in less arid regions than the Trans-Pecos. Even so, he emphasized that no one is taking the situation lightly and that herds are being monitored as action is taken on several fronts. At the same time, Brewer said he is immediately concerned about whitetails and other wildlife species across much of the rest of Texas.

State wildlife officials also recognize the broad implications for wildlife.

“New World screwworm can have devastating impacts on free-ranging wildlife populations and rural communities," said Dr. David Yoskowitz, Executive Director of the Texas Parks and Wildlife Department (TPWD). "TPWD, in partnership with our state and federal partners, will work diligently to respond to suspected cases, and to urge the public to monitor and report signs of an infestation in warm-blooded animals.

That concern has already influenced wildlife agencies beyond Texas. A confirmed New World screwworm infestation in a dog in Lea County, New Mexico, prompted wildlife officials there to accelerate preparations sooner than expected.

"We thought we'd have a few weeks from the time it would be confirmed in Texas until it reached New Mexico, which clearly wasn't the case," said Katie Piecora, bighorn sheep biologist with the New Mexico Department of Wildlife.

Although New Mexico's nearest desert bighorn herd lies roughly 170 miles west of Lea County near Alamogordo, Piecora said elk, deer, pronghorn and other wildlife closer to the detection currently face the greatest concern. Even so, she emphasized that bighorn sheep will receive close attention. "We'll be monitoring the bighorns closely," she said.

Following recommendations from New Mexico State Wildlife Veterinarian Dr. Elin Crockett, wildlife personnel have increased surveillance by adding wound and maggot inspections to wildlife capture protocols while asking hunters and field staff to carefully examine harvested animals and report suspicious wounds or larvae for testing.

New Mexico's response illustrates the growing concern among wildlife agencies across the Southwest. Surveillance has increased and action plans are being updated, but many wildlife professionals acknowledge that significant challenges remain if New World screwworm continues advancing north before additional control capacity comes online.

The Fly That Challenged Wildlife

To understand why wildlife managers are taking those precautions, it helps to understand what makes New World screwworm unlike almost every other fly in North America. Unlike most maggots, which feed on dead tissue, screwworm larvae attack living flesh.

"The New World screwworm fly feeds upon live flesh," said longtime biologist and whitetail expert Larry Weishuhn who dealt with the issue head-on early in his career.  "It lays eggs in an open sore or wound, and those eggs turn into flesh-eating larvae." Unlike ordinary maggots that help break down dead tissue, screwworm larvae burrow into healthy flesh. As they feed, wounds enlarge, infections worsen and animals can quickly become debilitated if they are not treated. "What happens is that the animal is eaten from the inside out," Weishuhn said.

Perhaps most troubling is the parasite's lack of discrimination.

"That screwworm larva eats on any warm-blooded animal, and that includes birds as well as mammals," Weishuhn said. "It could be everything from a whitetail to cattle to goats to bighorn sheep." Historical records show the parasite occurred well beyond South Texas, affecting livestock and wildlife across Arizona, New Mexico and other southern states. According to USDA historical records, livestock producers across the Southwest lost an estimated $50 million to $100 million annually before eradication efforts succeeded.

Wildlife paid a price as well.

One of the parasite's most devastating impacts occurred among newborn animals. Healing umbilical cords provided ideal sites for female flies to lay eggs, allowing larvae to burrow into living tissue only hours after birth.

"We really did not have any whitetail deer to speak of in a lot of parts of Texas and elsewhere because there was such a small amount of reproduction each year or survival of that reproduction," Weishuhn said.

Ironically, one reason so few Americans understand New World screwworm today is because the campaign to eliminate it worked so remarkably well.

In 1966, the United States was officially declared free of indigenous New World screwworm following one of the most successful insect-eradication programs in history. Researchers discovered that female screwworm flies typically mate only once during their lifetime, leading to development of the Sterile Insect Technique. Millions of laboratory-reared male flies were sterilized and released into the wild. When wild females mated with sterile males, no offspring were produced, causing screwworm populations to collapse.

Dr. Roel Lopez of Texas A&M University describes the strategy as creating a biological barrier. "The sterile fly technique basically created a biological wall," Lopez said. "For the last 50, 60 years, there's been a biological wall of flies."

For many Americans, the story seemed over. It wasn't.

Just six years after the United States declared victory, New World screwworm returned. According to USDA officials, screwworm-infested livestock were confirmed in California, Arizona, New Mexico, Texas, Oklahoma and Arkansas during the 1972 outbreak after flies crossed back into the United States from Mexico. Texas alone recorded approximately 90,000 confirmed cases, a dramatic reminder that declaring eradication within U.S. borders did not mean the threat had disappeared.

The 1972 outbreak reinforced an important lesson. The parasite had not disappeared. It had been pushed beyond America's borders, where continued surveillance and rapid response were required to keep it from regaining a foothold. Additional incursions followed during the next decade, and Texas continued dealing with infestations until 1982. That hard-earned lesson would become even more relevant more than three decades later.

Lessons From the Florida Keys

In 2016, endangered Key deer in the Florida Keys began dying from what appeared to be a mysterious illness. Wildlife officials initially had no idea what they were facing.

"We didn't even know what it was that was happening with the Key deer," recalled Dr. Roel Lopez of Texas A&M University, who became deeply involved in the fight. "It was something that kind of caught us off guard because we didn't expect it."

Investigators eventually confirmed New World screwworm, but by then the parasite had established itself within one of North America's most geographically restricted wildlife populations. Found nowhere else on Earth, the endangered Key deer occupy only a small chain of islands at the southern tip of Florida. Their limited range made the outbreak especially concerning. Wildlife managers suddenly faced the possibility of a flesh-eating parasite spreading through an endangered species with nowhere else to go.

The outbreak ultimately killed more than 130 Key deer (20 percent of the population) and became the most significant wildlife disease event in recent Florida history. Yet the response became one of the clearest demonstrations that rapid detection, coordinated management and proven science can stop screwworm before it becomes a much larger wildlife crisis. No one knows exactly how screwworm reached the Florida Keys, just as no one knows exactly how it advanced through Mexico and into Texas so quickly.

"It could have been a storm. It could have been an animal that was moved. We don't know the answer to that."

What biologists did know was that waiting wasn't an option.

State and federal agencies rapidly mobilized. Sterile flies were released by the millions. Wildlife officials captured and treated infested deer whenever possible. Surveillance intensified throughout the Keys, and public awareness campaigns encouraged residents to report animals with suspicious wounds.

The plan worked but only because it was deployed rapidly and aggressively. Within months, the outbreak had been brought under control and eventually eliminated.
For Lopez, the Key deer response demonstrated two important lessons. Wildlife populations are not immune to New World screwworm, and aggressive action can prevent a localized outbreak from becoming something much worse.

The Florida outbreak also highlighted an important difference between then and now. When screwworm appeared in the Keys, wildlife managers were responding to an unexpected emergency. Today's situation is different.

"We've had about 16 months to prepare for this," Lopez said.

State and federal agencies spent months tracking screwworm's advance through Mexico before confirmed U.S. detections accelerated efforts.

The Road Ahead

The question is no longer whether New World screwworm should be stopped. It is how best to stop it. The U.S. Department of Agriculture continues relying on the sterile insect technique—the same proven strategy that eliminated New World screwworm from the United States decades ago. Sterile flies are already being released as part of the current response while production capacity is expanded to meet future needs.

Texas Agriculture Commissioner Sid Miller has become one of several voices calling for an expanded response. While supporting continued sterile-fly releases, Miller has argued that additional suppression methods should also be deployed. "We could wipe this out in 90 days if they wanted to," Miller said. Miller has advocated using the Screwworm Adult Suppression System, or SWASS, which combines attractants and insecticides to reduce adult fly populations before additional control measures are implemented. "It's a one-two punch," Miller said. "You put out the fly bait, knock the population down, and then follow up with sterile flies. It worked great."

Miller is far from the only person proposing additional tools.

Dallas-based Colossal Biosciences, the biotechnology company that has gained international attention for its work in advanced genetic engineering and de-extinction research, has proposed a next-generation genetic biocontrol strategy using gene-drive technology designed to spread infertility through screwworm populations. The company has also attracted attention for projects involving wolf genetics and development of an artificial eggshell system that successfully hatched chickens—technologies it says could eventually have applications in wildlife conservation and species recovery.

Company officials believe gene-drive technology could someday complement traditional screwworm control methods by reducing female screwworm populations over successive generations. The proposal remains in the conceptual and regulatory stages, but it illustrates how researchers continue exploring additional tools that could eventually become part of the battle against the parasite.

While experts differ on which approaches deserve the greatest emphasis, there is widespread agreement on one point: America must maintain the ability to respond rapidly if New World screwworm continues moving north.

To strengthen that response, additional sterile-fly production capacity is being developed. A new production facility in Metapa, Mexico, has come online and is expected to increase production, while the planned U.S. sterile-fly production facility in South Texas is not yet operational. Experts caution that additional capacity will likely be needed if New World screwworm continues expanding. Those realities help explain why lawmakers, livestock organizations and wildlife groups continue pressing for additional investment, recognizing that surveillance, sterile-fly releases and rapid response remain especially important until expanded production capacity is fully available. That philosophy ultimately translated into action. As federal lawmakers introduced the STOP Screwworms Act, WSF has become one of the conservation organizations publicly supporting efforts to strengthen the nation's response to New World screwworm.

"Kudos to federal officials, state agencies and others for working to raise awareness on this issue," said Corey Mason, WSF Chief Operating Officer and Executive Vice President of Conservation. "It is definitely concerning, and we will stay involved, working and communicating with all stakeholders regarding potential impacts on wild sheep and other wildlife."

More than three decades ago, one question captured what seemed unimaginable: "Just think about how it would be if the screwworms came back—what a change it would make in our lives."

Today, wildlife agencies, livestock producers, researchers and conservation organizations are confronting that very reality. For the first time in decades, New World screwworm is no longer just part of America's conservation history. It is once again part of its present.
